Luffy keeps wrestling to master Wano's Ryuo, the cherished Tonoyasu is seen looking after everyone in Ebisu Town, and the mine revolt steadily swells as Raizo, Caribou, and the old boss Hyougoro each pledge to the alliance.
Hyougoro tutors Luffy in Ryuo, the local name for Armament Haki, telling him to send his dormant Haki flowing into his fist. Luffy keeps missing the knack and resorts to ordinary punches to take his matches. Across in Ebisu Town, Tonoyasu raises the matter of the leaked rebellion crest. The others figure the exposure has wrecked the plan, but he recasts it as a benefit, since the mark is now widely known and more people want to join the alliance. He commits himself to the cause, then sets off to look after the townsfolk.
Making his rounds, Tonoyasu visits residents, hands out food, and plays with the children. An elderly woman explains where his money comes from, his daughter Toko, employed in the capital, sends it to him, and he passes most of it along to his neighbors. Night arrives with Luffy still in the ring and no closer to Ryuo, and after dropping the guards with Haki he declares his intent to bring down Kaidou and restore the Kouzuki line. Raizo turns up having recruited Caribou, and Hyougoro, moved that the revolution has lasted into the present, asks to be let in, which Raizo grants.

Hyougoro suggests enlisting the Udon inmates, most of them jailed for treason, and the group agrees while Raizo gets to work springing Kawamatsu from his cell. Caribou, for his part, hauls out an enormous cauldron of red bean soup he lifted from Queen. The entry debuts Dachoman, Genrin, Noriko, Saki, and Han.
