Overview
Appearing during the filler Ruluka Island story, the Collection Party functioned as a tax-gathering paramilitary force attached to the Ruluka Government. Flip stood at its head. Its soldiers dressed much like the rest of the island's armed units, marked by matching purple uniforms and silver-blue helmets, giving them the look of an ordinary garrison turned toward extortion.
Role
The squad's whole purpose was to wring exorbitant levies from the citizens of Ruluka for the most ridiculous of reasons, including charging people again to eat and drink things they had already bought. Every coin fed the greed of Mayor Wetton and bankrolled his pet construction project, the Rainbow Tower. The group operated as the enforcement muscle that kept that scheme funded.

Flip led the outfit, but its fortunes were tied entirely to Wetton's rule. Once the mayor was arrested for the acts of piracy in his past, the regime that had spawned the Collection Party was dissolved, and the squad disbanded right along with it. No further members are detailed.
