Positioned in Paradise on the Grand Line, this base lies to the northeast of the Lulusia Kingdom, with Vice Admiral Comil in charge. Its debut came through the cover story that follows Ace as he searches for Blackbeard.

At least eight officers above the rank of captain serve here, Comil among them, together with one holding a commander's rank; Rear Admiral Kadar was once part of that group but no longer shows up at its gatherings. Kyuji and Koda handle duties in the kitchen. Three vessels belong to the base, namely a top-secret intelligence craft that pirates burned, a lightly gunned supply boat mounting just two cannons, and an older warship that Kadar sailed fifteen years earlier before the Sun Pirates sent it under.

Kadar held a posting here fifteen years back, and this base is where Arlong was taken by Borsalino to be questioned. Throughout Ace's cover story the outpost battled milk shortages and bitter coffee at its meetings until his efforts locked in a steady milk supply; he also boarded the burning intelligence ship to make off with classified papers and pull a Marine to safety. Comil and his second were called away to the Marineford battle, and afterward, when the senior staff escorted Lulusia's rulers toward the Levely, Princess Komane was carried off, a failure that infuriated Sakazuki. Key figures include Comil, Kadar, and the cooks Koda and Kyuji.
