Devil's Tower is a non-canon structure raised by the pirate Ganzack in Medaka's coastal village. Built to look like an armless dragon spitting golden fire, it secretly housed a giant cannon meant to level the surrounding island once Ganzack no longer needed it.
Appearing in the early original animation Defeat Him! The Pirate Ganzack, this tower stands in an East Blue town as a monument to Ganzack's control over the locals. To outsiders it looks like an extravagant landmark, yet the building conceals a far darker purpose that only becomes clear during the climax of the story.
What seems like a decorative spire is in truth a concealed cannon. Ganzack intended to fire it across the entire island, wiping out everything except for his own pirate ship, which would have let him escape with whatever he valued while erasing the witnesses behind him. The weapon's true nature stays hidden until Luffy confronts him directly.
The tower is gilded in gold and shaped like a maned, armless dragon breathing golden flame, set atop a black-and-white base and ringed by white walls and red-gemmed pillars, with a large blue doorway at its front.
