Bearing the title "Shogun of Wano Country, Kouzuki Momonosuke," this installment settles the Flower Capital after the dragon scare, sees Yamato declare his wish to sail with the Straw Hats, and has Momonosuke step forward as the land's new ruler with his adult body finally unveiled.
Fear across the Flower Capital fades the moment its people grasp that the enormous pink dragon overhead was Momonosuke rather than Kaidou. Following the disguised Komurasaki and Kyoshiro come a bandaged but conscious Kin'emon, joined by Kawamatsu, Inuarashi, Raizo, Shinobu, a Nekomamushi who carries an injured Kikunojo, and the rest, all of whom the crowd hails as the Nine Red Scabbards. Hungry to spread the moment nationwide, the citizens call for a Picture Tanishi.
At Onigashima's crash site, Yamato joins the gathered crew and, despite the shock of being Kaidou's offspring, swears he is no foe and means to enlist. Responses scatter widely, from the alarm of Usopp and Nami to the joy of Sanji and Brook, while Jinbe withholds his blessing until Luffy rules on it, a condition Yamato accepts since Luffy and Zoro remain under Chopper's care. Tama tells Usopp her Kibi Kibi power fades after roughly a month, though tamed creatures may stay loyal by choice, which Speed does, asking to become Tama's adoptive mother.
Through the broadcast, Momonosuke addresses the whole nation as the Scabbards kneel. He confirms that Orochi and Kaidou are gone, pledges an end to charged water, slavery, and the polluting factories, then reveals his grown form and names himself the new shogun, vowing to restore Wano. Tearful citizens cheer, and he at last embraces his sister Hiyori.
By broadcast, the Flower Capital scene reaches all of Wano, the Scabbards stepping from the smoke as the people recognize them. Momonosuke's adult appearance is unveiled, the Ame no Habakiri in hand, and he announces that the Ninja-Pirate-Mink-Samurai Alliance has felled Kaidou, Orochi, and the Beasts Pirates before formally declaring himself shogun and reuniting with Hiyori. Tama's ability proves to last only a month, though some animals stay tamed, and Speed asks to remain beside her. Yamato meets the rest of the crew and states he will join even though Luffy has yet to decide, while Luffy and Zoro lie unconscious under Chopper's treatment.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

On the cover, Vol. 13 of the Germa 66's Ahh... An Emotionless Excursion serial depicts the family's getaway, with the Vinsmoke siblings escaping the Whole Cake Island laboratory. Tama's past surfaces, including how she lost her parents to factory labor and was taken in by Tenguyama Hitetsu. The narration closes by foretelling that history will remember Momonosuke as the finest shogun Wano ever produced.
