The Will of Ohara

Shaka explains that Egghead echoes an ancient city, a theory supported by an archaeologist who risked everything chasing the Great Kingdom and uncovered a machine matching its era. When Robin asks whether the device dates to the Void Century, Shaka reveals he knows her birthplace, Ohara, was wiped out by a Buster Call 22 years ago precisely because its scholars learned of that lost kingdom. He outlines the Void Century as a war between an advanced civilization and 20 other nations, the victors of which formed the World Government and then buried all memory of their defeated rival so no one could carry forward its ideals.

Robin presses him on how he learned this, certain Ohara's books were burned. Shaka corrects her, explaining that he visited the ruins a month after the tragedy and that he had been a close companion of Clover, the mentor who guided Robin. He describes Clover as a former adventurer captured repeatedly by the Marines who became the world's foremost archaeologist and turned Ohara into a refuge for scholars. Those scholars, Shaka recounts, flung their books into the lake to spare them from the flames, and the Marines, seeing no worth in them, left them behind, a quiet triumph that moved him to tears. Robin recalls her mother Olvia calling history an asset for humanity and weeps, then confirms Ohara did pursue the truth and asks where the books went.

In a flashback, Vegapunk reaches the burned island and finds giants salvaging the volumes. Dragon, another friend of Clover, vouches that the giants are no thieves and that their bandaged captain refuses to let Ohara's legacy be erased. Furious that the government slaughtered thousands over an opinion, Dragon vows to raise an army, founding the Revolutionary Army that year with Ivankov and Kuma. Shaka adds that he later read the rescued books on Elbaph, gaining Ohara's knowledge. Robin guesses the captain is Jaguar D. Saul and thanks Shaka, who pledges to keep faith with every scholar. Below in the Fabriophase, Luffy and Chopper fail to start the dormant robot until a man trapped inside its armor begs for help. Luffy frees him, and Bonney names him Vegapunk's true body.

Shaka and Robin discuss the cause of the Ohara Incident, with Vegapunk shown to know the true events of the Void Century and to have been acquainted with Clover, whom the Marines arrested before he escaped prison ten times. Vegapunk is fully revealed and introduced. A flashback months after Ohara's fall shows Saul, Hajrudin, Gerd, and Goldberg recovering the books, Dragon announcing his army, and Ivankov and Kuma joining as co-founders that same year.

Vegapunk declines Dragon's invitation, choosing instead to reform the Marines from within, while Saul is confirmed alive and hidden on Elbaph. Shaka reveals he later traveled to Elbaph and memorized every recovered book, and Once the giant robot collapses, Luffy's party comes face to face with the genuine Vegapunk.

The cover continues the Germa 66 serial, with the Vinsmoke siblings and Caesar Clown reaching Germa Kingdom in its twenty-third installment. The chapter sits within the Egghead Arc and runs beside its running Germa 66 side serial.
