Reactivation

Reports of Cutty Flam's death ripple across the city as Iceburg watches and Kokoro reaches for a drink. She tells him he is the first student the world's greatest shipwright ever took on, and as he departs he promises to remake the city the way Tom once did. Out at sea, the boy's ruined body floats, and to his own shock he still draws breath. Catching sight of a passing ship, he hauls himself aboard despite his condition, finding it abandoned and heaped with scrap metal. The quiet around him is soothing, and he decides his first order of business is to do something about his wrecked body.

Four years on, business at Galley-La has at last steadied and Iceburg has been put forward as mayor. In his office, Kalifa reports a caller who names himself Cutty Flam, which stops Iceburg cold; she confirms the man wore swimming trunks and asks whether to bring him in, but Iceburg refuses and orders him turned away.

One night the two meet at the old workers' headquarters, where Iceburg asks about his odd appearance and Cutty Flam explains his body had gone completely useless, forcing him to repair it with scrap and whatever else he could find. He then explodes at Iceburg for taking a commission from the very World Government that killed Tom, only to be told that it was his own weapons that handed them the pretext. He answers that, whatever forgiveness Tom may have granted, his own will never come. Iceburg passes him the Pluton blueprints, which he recognizes at once, and instructs him to abandon the name Cutty Flam, since the world believes him dead, and leave the island with the documents. When Franky asks what would befall Iceburg if the missing plans were discovered, Iceburg answers only that he would surrender them for nothing, even his life.

Franky then refuses to leave the island, which stuns Iceburg, who admits he is glad the boy lives even though forgiveness still eludes him. In the present, Rob Lucci informs the captive that the figure they knew as Tom had been a gifted yet violent and powerful fish-man, and that although his crimes lapsed once he was confirmed dead, he will still be hauled to Enies Lobby and treated as a criminal. Blueno produces a Den Den Mushi, Lucci passes the receiver across, and after some fumbling with spilled coffee the caller reveals himself as Spandam, the agent who once arrested Tom and is now chief of CP9. Elsewhere, Chopper crashes through a window of the burning Galley-La Headquarters to rescue Iceburg and Paulie. On the cover, which marks the debut of the Going Merry being portrayed as a character of its own and contains not a single human or member of any other race, the ship sails a sunlit sea among gulls, dolphins, whales, and Sea Kings. The chapter is part of the Water 7 Arc.
