Once more Robin and Franky fall into CP9's grip. The agents reverse the breakout, Robin again accepts capture to shield the crew, and the long-hidden source of her conduct finally comes to light just as Enies Lobby rises into view. On the cover, hoping to slip past the patrols, Miss Valentine, Mr. 5, and Miss Goldenweek pull on disguises that leave them more conspicuous than before.

Riding the Rocketman, Luffy yells to go back, but the others misread him until they spot the frog Yokozuna squatting on the rails to stop the train. On the Puffing Tom, the seeming getaway falls apart when Kalifa binds the cars with her whips and Blueno drags them back into one length. A heavy kick from Sanji nearly punches through Blueno's Tekkai, exposing a ceiling to its hardness, and Kaku cautions against dismissing the cook, judging him one of the crew's top fighters even without a bounty.

Stepping between his allies and the agents, Franky rams the lead section into the next car to hand the others a window to flee, forfeiting his own. Robin still declines to go, and when Sanji urges her, Blueno warps in from behind and lands a blow. The agent tells her that no member can quit a crew without the captain's consent and that she ought to put her faith in Luffy, a remark that clearly rattles her. Heading back to the second car, she listens as Blueno describes how a Buster Call leveled her birthplace, sparing only her at the age of eight, the wound that pushes her to betray her companions. With both Robin and Franky retaken, Enies Lobby appears ahead.

Yokozuna planting himself on the tracks halts the Rocketman. Sanji's strike proves Tekkai can be broken, and Kaku ranks him among the Straw Hats' elite. Robin rejoins CP9 by choice, while Blueno discloses that she was the only one to live through the Buster Call on her island two decades earlier. Within the Water 7 Arc, this stands as its closing installment.
