King of Shinokuni

The sliced-off top of the building drops back down as gas seeps inside. Terror grips the giant children until Sanji rallies them onward. Spotting Zoro hauling a furious Tashigi, the G-5 Marines reveal that he has gone the wrong direction; Sanji rages, Nami tries to wheel him around, and Robin presses the children to hurry. At the same time Law's strike begins toppling Chopper's medical room, and the medics carry both the doctor and Mocha to safety as he keeps watch over her.

Within the SAD chamber, Law has scattered Vergo's body across a railing in pieces. Vergo sneers that raw strength can never stand in for Doflamingo and that Law will rue this revenge, but Law splits his head once more and warns of the chamber's imminent collapse before walking out beside the silent Smoker.

Seeing his plan unravel, Caesar commands his men to throw open the air vents, heedless of the hundred-plus subordinates still trapped inside. When they object, he scorns them as expendable guinea pigs he can slaughter and swap out at will. The remark stuns them silent, yet a few, sure it must be some elaborate bluff, obey. Caesar swallows the inrushing gas, balloons into a monstrous Shinokuni form, and slaughters every man left in the room to flaunt his power, vowing to peddle his mass-killing weapon to warring nations and reign over a land of the dead.

The massacre enrages Luffy, who seems to bolt down a corridor before abruptly halting and spinning around. While Usopp, now at the control panel, extols his captain's character to Caesar's rattled men, Luffy pumps both arms into Gear Third, charges them with Haki, and hurls himself at the scientist in a stance echoing his Gigant Bazooka, declaring he can no longer stand the sight of Caesar's face.

The title casts Caesar as the king of Shinokuni, the land of the dead. Its four-page color spread, the longest in the series up to that point, crams in at least ninety-four identifiable Marines from past and present, with Donquixote Rosinante slotted between Zoro and Nami and his face struck out by Nami's Clima-Tact in the manner of the Donquixote Jolly Roger. Pandaman is hidden among the cover figures as well.
