While the gladiator army keeps surging up the relocated Royal Palace, the Donquixote Family realizes the fighting now stretches across the entire country. On the old plateau, the team led by Robin links up with Viola and King Riku, and they weigh how to proceed. Rebecca and Bartolomeo step forward, intending to bring Law's handcuff key to Luffy. Riku distrusts pirates on principle, but Viola and Leo convince him that only outsiders unbound by the World Government can free Dressrosa, since the authorities let Doflamingo run wild. Elsewhere, Franky is about to wreck the factory when Senor Pink resurfaces to renew their brawl, and Sabo single-handedly walls off the Marines and Fujitora as Luffy reaches the first tier of the castle.

Pica's massive stone form stays frozen because of his standoff with Zoro, which lets the Colosseum group advance past the family's lieutenants. This installment opens with a color spread showing Luffy, Zoro, and Law alongside their Corrida Colosseum allies. The chapter belongs to the Dressrosa Arc and splits its focus among numerous simultaneous skirmishes. Sabo's confrontation closes the chapter as he declares he will stop anyone who threatens Luffy, both as a Revolutionary and as a brother, prompting Fujitora to question exactly whose sibling he is. Tank Lepanto is shown having reached Riku's group.
