When talk turns to Kaidou and Big Mom possibly allying, Fujitora compares it to a resurrection of Rocks. Nearby, Sengoku and Brannew brief a roomful of officers, with Sengoku stepping forward to explain a legend most of the younger generation has never heard.
Sengoku recounts that the Rocks Pirates assembled on the island of Hachinosu, a savage crew that counted Whitebeard, Kaidou, and Big Mom among its ranks alongside names like the Golden Lion and Silver Axe. Their captain, Rocks D. Xebec, sought to rule the world and operated like a terror cell, which is why the government scrubbed nearly all record of them. The crew met its end 38 years ago at God Valley, where Garp and Roger set aside their rivalry to crush them. Sengoku reveals Garp fought to shield the Celestial Dragons, the reason he keeps the tale quiet and the reason he repeatedly declined to become Admiral. God Valley has since vanished from every map.
Brannew unveils the current figures: Shanks at 4,048,900,000, Big Mom at 4,388,000,000, and Kaidou at 4,611,100,000, then displays Whitebeard's 5,046,000,000 and Roger's record 5,564,800,000 for comparison. A Kaidou and Big Mom alliance would eclipse either of the latter two. Sakazuki orders Wano left alone for lack of manpower. Sengoku closes by noting that Roger, Whitebeard, and Shanks all favored a certain Wano samurai, Kouzuki Oden, and wonders aloud why so much power traces back to that closed country.
