Summary

A flashback shows a younger Psykos telling Fubuki that their group is growing and that the Invisible Hand has joined them, boasting it may soon be possible to rule the world unseen. Walking home from school, Psykos voices admiration for Fubuki's greater psychic gift, though Fubuki brushes it aside. In a library some time later, Psykos pores over a power called the Third Eye, an ability to glimpse the future that she hopes will let her topple Tatsumaki. What she sees, however, shatters her mind, and she tells Fubuki that seizing the world is pointless and that humanity must instead be exterminated.

The memory shifts to their standoff during the Monster Association incident, where Fubuki bested and seized Psykos in an effort to understand the root of her insanity. Cradling her defeated opponent, Fubuki felt an eerie presence run a chill down her spine.

In the present, Saitama and the Blizzard Group reach Psykos just as the Tsukuyomi man prepares to carry her off. Fubuki warns the group that Tatsumaki knows Psykos is here and is coming to kill her. Almost at once Tatsumaki bursts in and lunges for Psykos, who is shielded by Fubuki and the stranger. Fubuki recalls a talk with her sister about Tsukuyomi, the organization that once experimented on Tatsumaki and now covets Psykos. The Tsukuyomi esper announces he wants to seize Fubuki and Tatsumaki along with Psykos, and a fight breaks out. As Saitama gripes about wanting to scold Tatsumaki for wrecking his apartment, Fubuki is glad to have his strength on hand. The violent psychic collision between Tatsumaki and the man splits the floor beneath Saitama, and he plunges to the level below, to Fubuki's alarm. There he lands among a host of caged Demon-level Mysterious Beings.

Fubuki and Psykos share the cover. The flashbacks establish that Psykos's Third Eye vision, tied to the ominous presence Fubuki sensed, is what turned her toward extinction rather than domination.
