Ippei Kusaba is a Rank 3 bureau investigator stationed at the CCG's 20th Ward office and the working partner of Yasutomo Nakajima. His brief career ends when the ghoul known as Rabbit takes his life on a November night.
Kusaba is a young man whose brown hair is kept short and whose eyes sit behind round glasses. Following the standard of his fellow investigators, he dresses in a formal suit finished with a blue tie.
A sense of respect for the dead marks Kusaba, ghouls included, and he objected to digging up graves in the hunt for evidence. He also carried an open curiosity about the lives of those around him, repeatedly pressing Koutarou Amon with questions, some of them quite personal.

Working beside his partner Yasutomo Nakajima, Kusaba joined the inquiry into Suspect 723, Ryouko Fueguchi, an operation headed by Kureo Mado and Amon. During the surveillance he noticed the woman paying visits to a grave. After Amon turned up proof linking her to Suspect 696, Kusaba took part in the strike against Ryouko and her daughter Hinami. On a later evening he went out to eat with Amon and Nakajima, and afterward, stepping out of the restaurant, he confided to Nakajima that he looked up to Amon and felt newly motivated to give the job his all. In that very moment Touka Kirishima, fighting as Rabbit, killed him. As a Rank 3 officer he is assumed to have received combat training against ghouls, though the full measure of it is unclear.
