Mutsumi Chino

Mutsumi carries the look of a man past his youth, his black hair kept cropped short and his eyes fitted with glasses. His wardrobe matches the rest of the bureau, the standard formal suit and tie worn by ghoul investigators across the Commission.

The series reveals only fragments of his temperament, but those fragments point to a level-headed and even-handed man. He backs merit where he sees it, pushing for Koutarou Amon to be raised in rank after watching him fight, and he pairs smoothly with his colleague Tainaka in the field. Calm and approachable, Mutsumi projects easy assurance, joking about his quinque and grinning in the middle of combat while boasting that ghouls can do nothing against it. That composure sits alongside genuine concern for others, shown when he frets over Amon during the assault on Aogiri.

Mutsumi joins the 11th Ward Battle against Aogiri Tree as part of the 11th Ward Special Countermeasures Unit. He is handed command of the investigators assigned to seize Building 7 while Shinohara and Iwao Kuroiwa stay behind to face the Non-Killing Owl. Impressed by Amon's performance in the district, he later recommends him for promotion.

His fortune runs out near the close of the Owl Suppression Operation. Regrouping with Seidou Takizawa and Amon, Mutsumi and his squad walk into an ambush by Tatara, Noro, and a band of Aogiri Tree fighters, and are cut down almost instantly. As an Associate Special Class officer trusted to lead a squad, he wielded solid combat ability and authority over lower-ranking investigators, backed by his bikaku quinque Lily 1.
