Summary

During a festival in the 9th ward, a Clown hands a child a balloon that detonates the instant the boy takes it, killing them both while his mother looks on in horror. More Clowns swarm the crowd with the same explosive balloons, scattering the panicked citizens. The CCG moves in to counter them, with Misato Gori directing an ukaku firing squad to target the balloons themselves while Takeomi and Iwao Kuroiwa cut through the rest of the attackers.
