During a festival in the 9th ward, a Clown hands a child a balloon that detonates the instant the boy takes it, killing them both while his mother looks on in horror. More Clowns swarm the crowd with the same explosive balloons, scattering the panicked citizens. The CCG moves in to counter them, with Misato Gori directing an ukaku firing squad to target the balloons themselves while Takeomi and Iwao Kuroiwa cut through the rest of the attackers.

In the 18th ward, Mougan Tanakamaru clears out a wave of Clowns and predicts they will not press further raids there, judging that if Furuta's read is correct their real aim is the main office. Over in the 2nd ward, Urie orders the Quinx Squad into a C2 formation, and Saiko vows to hold the defensive line. The 1st ward stays quiet as Koori Ui and Matsuri watch the headquarters, with Matsuri needling Ui and predicting his promotion to Associate Special Class. Ui assigns Suzuya to guard the office and splits the S1 Squad into three groups to bolster the neighboring wards.

An alert then warns that the Clowns have encircled the main office, and Furuta orders everyone to their stations, handing Suzuya command of the S3 Squad and placing Matsuri over the rear guard. Suzuya readies his squad while Furuta privately jokes that he will be the one to protect the CCG. Far off in the 22nd ward, Naki, Shuu Tsukiyama, the White Suits, and Kaneki steel themselves to face the organization head on. The chapter runs 18 pages within the tenth volume.
