
A government agent named Katayude arrives at Omori's island with orders to evict the old scientist so politicians can turn the land into a resort. Jaco and Omori bond over their mutual dislike of the bureaucrat, and Omori reveals his unfinished time machine, a device he originally built in hopes of preventing the accident that killed his wife and colleagues.
Jaco shares a troubling detail about his past: he once used the Extinction Bomb on an entire planet and received harsh scolding from his superiors for it. Omori asks Jaco to carry his spaceship to a better location, impressed by the alien's remarkable strength despite his small stature. Jaco takes offense, insisting he is actually the third tallest out of all 38 Galactic Patrolmen, a claim that does little to change Omori's perception.
Their conversation is interrupted when Jaco spots a boat approaching the island. Omori grows worried, suspecting the crash from the previous night drew unwanted attention. Jaco hides while a man disembarks and introduces himself as Tamagoro Katayude, a government agent. Katayude delivers an ultimatum: Omori must vacate the island within one week so it can be converted into a resort for politicians. Despite Omori's attempts to negotiate, Katayude remains unmoved, threatening forced removal and possible arrest if the deadline is not met. As Katayude sails away, he catches a glimpse of Jaco standing on the cliff and wonders what the strange figure could be.
After Katayude departs, Jaco admits he overheard the entire exchange. Both he and Omori agree the government agent is unpleasant, which prompts Jaco to hurl a rock at Katayude's boat with enough force to damage the vessel. Jaco then asks about a mysterious object he spotted from the cliff, and Omori reveals it to be his time machine. The device works by accelerating how the user experiences time, effectively making the outside world appear frozen. Omori confesses that he built it with the intention of going back to prevent the tragic accident that claimed the lives of his colleagues and his wife. Meanwhile, out at sea, Katayude and his assistants find themselves stranded in a lifeboat, bewildered by how their ship suddenly broke apart.
