Jaco and Omori arrive in East City, where Jaco's rigid sense of justice immediately clashes with the seedy urban environment. After witnessing litter, crime, and petty theft, Jaco stops a purse snatcher with his Ray Gun and earns a small cash reward, though Omori grows increasingly anxious about keeping the alien out of trouble and the city's attention.

First Impressions of the City

During the boat ride, Omori notes this is the first time he has sailed after dark since Jaco killed the Monster Shark. He reminds Jaco repeatedly to avoid trouble, not to use the Extinction Bomb, and to refrain from talking to people. Jaco assures him he fully understands.

Culture Shock

Upon arrival, Jaco is unimpressed by the cityscape. Omori explains humans have not finished evolving. Walking the streets, Jaco observes litter, crime, and disorder. His initial suggestion is to blow up the city, but Omori points out good people live here too, and he would lose his only place to shop. Jaco then offers to execute only the bad people, which Omori also vetoes. Omori regrets bringing Jaco and pushes to finish their errands quickly.

Justice and Groceries

The outing deteriorates when Jaco bumps into a man in a samurai outfit, sparking a physical altercation that Omori de-escalates. Moments later, Jaco spots a motorcyclist snatching an elderly woman's purse. Unable to resist, he draws his Ray Gun and fires at the thief, causing an enormous explosion. He retrieves the purse and returns it to the grateful woman, who rewards him with twenty thousand yen. With roughly 18,980,000 yen still needed, Jaco proposes earning more rewards by protecting citizens, though Omori remarks the idea does not sound particularly "super elite."

Alien Small Talk

Omori rushes through shopping. On the way out, Jaco reveals that on his planet, "peanuts" is slang for a part of the female anatomy. This leads to a discussion about Jaco's romantic life, during which Omori learns that Galactic Patrolmen are not forbidden from dating. Jaco claims to be too dedicated to his work for a relationship. Omori suspects the real issue is popularity, but Jaco refuses to address it.
