
Fū is a kunoichi of Takigakure chosen to host the Seven-Tails, Chōmei. Cheerful, blunt, and desperate for friends despite a lonely upbringing, she is captured and killed by the Akatsuki, then later reincarnated as one of Tobi's Six Paths of Pain during the Fourth Shinobi World War.

Fū becomes the host of Chōmei and grows up in Takigakure under the protective eye of the village leader Shibuki, who impresses on her the value of loyalty and companionship. Longing to escape her sheltered life and make friends, she enters the joint Chūnin Exams held between Konoha and Suna; a wary Shibuki relents and sends Kegon and Yōrō along disguised as her genin teammates. During the written stage she uses a silent transmission technique to coordinate with them, and her boundless energy quickly turns her into a spectacle, whether felling a giant scorpion to rescue trapped genin or wandering off to investigate Gaara's roaming Third Eye.
Her instinct to help everyone, friend or foe, draws her to a Suna team caught in a sandstorm, and later to Gaara himself when she senses his distress and realises he is a fellow jinchūriki. She tries to break the sealing chain draining him, only for the caster, Hōichi, to begin extracting Chōmei from her as well. Fū spins a protective cocoon to stall the process until Team Guy and her guardians intervene, and Neji Hyūga severs the flow with his Gentle Fist. With the danger past, she cheerfully begs the flustered Neji to be her friend. The exams end early amid the fallout, and soon afterward the Akatsuki pair Kakuzu and Hidan hunt her down. She is captured, has Chōmei torn from her body and sealed away, and dies.
Kabuto Yakushi later harvests her remains to reincarnate her for the Fourth Shinobi World War. Turned into one of Tobi's Six Paths of Pain, her eyes swapped for a Rinnegan and Sharingan, she is thrown against Naruto and Killer B. She blinds foes with a glittering scale powder, sprouts Chōmei's tails as wings to take flight, and bites at Naruto after slipping into a partial beast form, her shared field of vision letting her dodge B's blades. When Naruto reaches the joined consciousness of the tailed beasts, Fū happily recounts the final moments of Son Gokū and Rōshi before introducing herself alongside Chōmei. As the reincarnation is finally undone, her body dissolves and her soul departs for the afterlife.
