Baron Omatsuri

Omatsuri cut a tall, spindly figure, with wide shoulders, long arms and legs, and a pinched waist. His head tapered to a triangle, set with a sharp nose, lengthy eyebrows, a pointed black goatee, and an upward-curling mustache, while his hair fanned out like a palm tree. He dressed in a dark purple suit patterned with orange-yellow blossoms, worn with a white collar and neckerchief, matching trousers, dark shoes, and pink goggles pushed onto his brow. In his younger days he went without the goatee, kept his hair short, and wore an ordinary dark pirate coat. After Lily Carnation perished, he withered into a plant bearing green leaves and a trio of yellow blossoms, his goggles resting at the base of the stalk.

On the surface Omatsuri played the role of an oddball but giving host, inviting pirate crews to enjoy his resort once they cleared his grueling "Trials of Hell." The welcome was a sham, exposed the moment those contests revealed themselves to be rigged against every guest. The love he held for his fallen Red Arrows Pirates ran genuine and deep, and it drove him to resurrect them by feeding his memories into Lily Carnation's power. When their borrowed lives drained away, his heartbreak curdled into a jealous loathing of every pirate of the Great Pirate Era, leaving him bitter, hopeless, and openly contemptuous of other people's dreams.

Cruelty became his pleasure. He relished setting crews against one another, egging on the Tearoom Pirates as they bickered and growing irritated when they made peace, and he taunted Luffy after skewering him against a rock with several arrows, telling him his captured friends were past saving in a bid to crush his spirit.

Omatsuri captained the Red Arrows Pirates back in the era when Gol D. Roger still lived. A storm claimed the crew and left him alone, washed up and stranded on an island, where loneliness soured him and he resolved to break the will of any pirates who landed there. Lily Carnation gave him the means: its plant powers let him conjure copies of his dead shipmates from memory along with an endless army of free servants. Because anything the creature created would wilt and die without regular sustenance, and because he ached to make others share his pain, he reshaped the barren island into the death trap of Omatsuri Island, sacrificing crew after crew to keep his fabricated nakama alive.

Posing as the founder of a leisure resort set within Paradise, the opening stretch of the Grand Line, he forced every visiting crew through the Trials of Hell under the pretense of testing their strength, when the real purpose was to judge whether they would make suitable food for the plant growing from his shoulder. The Straw Hat Pirates became his final targets, and after their performance impressed him he cunningly severed the bonds between them and seized them, forcing Luffy to look on helplessly while they were swallowed up. He fell when the Tearoom Pirates' father pierced Lily with an arrow, which slew the plant and swept away the island's illusions. As Omatsuri mourned and then lunged at Papa in fury, Luffy struck him from behind with a punch loaded with more hatred than anyone had ever drawn from him, ending his life. In death he reunited with his crew, who bore him no blame and only wished he had found new friends and hope rather than living on as a vengeful shell. Robin later glimpsed his goggles lying beside flowers sprouting from the rocks.

In combat Omatsuri was otherwise a weak, ordinary man, killed by a single blow from Luffy. His threat came from a bow whose arrows, some explosive, homed telekinetically on their targets and refused to stop until they struck. He could loose enormous volleys at once and even call vast arrow storms from Lily's body, hinting that the power flowed from the plant itself.
