Madam President

Ash blonde hair, combed flat to the skull, framed a face that gave almost nothing away. Her eyes were turquoise, her expression habitually hard, and middle age had done nothing to soften either. She dressed in dark tailoring: a black jacket over a matching dress, set off by a necklace and a shirt in purple.

In public she was steady. Announcing the new standings on the Hero Billboard Chart JP, she told a shaken country that the heroes in that room would protect them despite everything that had happened, and that building a peaceful society was work everyone shared.

Behind that composure sat a willingness to make choices she knew were ugly, provided they shifted the odds against the villains. Making Hero Work-Studies compulsory at hero schools nationwide, so students would be seasoned before the Paranormal Liberation Front moved, drew objections from professionals including Snipe, Cementoss, and Vlad King, who called it unethical; even villains such as Dabi found it repellent, since the Commission could never say out loud that it wanted teenagers mobilized. Asking Hawks to embed himself in the League of Villains was the same calculation, a task that required him to let harm happen and stain his own hands to earn trust.

She knew what the Commission had been, and she had disagreed with it. Her predecessor's habit of pointing Lady Nagant at corrupt heroes appalled her, and when the choice fell to her she locked Nagant away instead of having her killed. Mercy was part of it. So was the lesson she wanted the profession to learn from it.

She began as Vice President under the previous head of the Commission and was in the room when Lady Nagant was recruited and trained into an assassin. Dozens of villains and compromised heroes died on Nagant's orders from above, all justified as the price of Japanese society, and she objected to every bit of it. Nagant, hollowed out by the killing, eventually turned the gun on the president himself, and the vice presidency became the presidency.

Her first act in the chair was to bury the whole affair. Nagant went into Tartarus, where nothing leaks, under a fabricated story about a lethal argument with another professional. Around the same time the Commission noticed a boy named Keigo Takami, who had used Fierce Wings to pull people out of a high-speed crash. The family was living in poverty because of its ties to the captured villain Takami, so the Commission took mother and son in, scrubbed the connection away, and offered to make the boy a hero. He accepted, wanting to be what Endeavor had been for him, buried his old name under the alias Hawks, and was raised specifically to fill the role Nagant had vacated.

Her public debut came with All Might's retirement, when she chose to hold the rankings ceremony anyway, calling it a turning point and arguing that every figure the country could rally around was already in the room. Later, alongside a Police Force higher-up, she put the double-agent request to Hawks, reasoning that after Kamino and the return of All For One the Commission had badly underestimated the League and would keep repeating the mistake without inside knowledge. She praised his talent for espionage and argued that pressure from within and without could box the enemy in. It was, she conceded, a heavy ask. He took it anyway, remembering who had raised him. A later meeting with Hawks over a rash of heroes waking up without their Quirks turned on whether the League had mass-produced the stolen Quirk-Destroying Drug; it was Hawks who floated the alternative that the powers were being taken rather than erased, by someone wielding something like All For One's ability, a possibility she called unfortunate.

Her death came during the war with the Paranormal Liberation Front. The Commission lured Rikiya Yotsubashi in with the pretext of a Detnerat partnership, planning an arrest, and she greeted him personally as agents drew their weapons and heroes closed in from outside. The man in the room was a double made by Twice. It cut loose with Stress, wrecked the Commission office, and killed her; Yokumiru Mera was holding her body as the copy dissolved. By the Final War, Nezu confirmed that Mera had taken the presidency for good.
