With All For One's subordinates in the evacuation center dealt with, Itsuka Kendo announces that the system's foundations have been sabotaged and orders everyone up to the surface. The U.A. Mini Transport Robots are waiting to carry civilians wherever they need to go. Outside, though, the crowd walks into the heat and devastation of Dabi's Blueflames. Ordered to keep their eyes off the blaze and put as much ground behind them as they can, the crowd moves, but Rei Todoroki breaks away from Fuyumi and Natsuo, climbs onto a robot, and orders it to carry her into the center of the fire. The machine replies that serving human wishes is what it exists for.
Reaching Enji Todoroki and Dabi, Rei turns her Frost on the heat, shielding herself while trying to cool her son and calling out to him. Endeavor shouts at her to leave before she burns to death; she points out that the same fate is waiting for the two of them. Dabi manages to recognize her, and she apologizes to him. Then he calls for Fuyumi and Natsuo, and Rei turns to find that her children followed her in, using their own Quirks to hold the heat back.
Rei orders them to stay away. Fuyumi refuses, saying she cannot survive another loss, and begs Toya not to drag everyone down with him. Natsuo remembers them as boys and yells at Toya to quit causing trouble. The Todorokis keep pouring ice into Toya while Endeavor can only plead with Dabi to let no one else die, insisting that he alone should be enough. All Dabi manages in return is a few muffled laughs, picturing the scene as his family finally happy together, watching him the way he always wanted.
Once All For One's spies wreck the foundations, the civilians get clear of the evacuation blocks.
Rei, Fuyumi, and Natsuo walk into Dabi's inferno, holding the heat back with their Quirks while trying to bring his temperature down.
Rei tells her son she is sorry, Fuyumi says she cannot survive another loss, and Natsuo demands that his older brother quit causing trouble.
