Summary

All Might's opening punch tears up the ground and knocks Izuku Midoriya off his feet, and the Symbol of Peace steps in. Even knowing the man is weighted down and long past his prime, Izuku is staggered by the raw output. All Might announces that he is a villain now and that wrecking the surroundings costs him nothing, then charges. Izuku reads the pressure and calls for a retreat; Katsuki Bakugo refuses. A Stun Grenade buys a moment of distraction and Katsuki rushes in, but All Might catches his face and halts him cold. The flurry of Explosions that follows does not leave a mark.

Slammed into the pavement, Katsuki is set aside and All Might turns on Izuku, questioning his choice to run. Izuku's mind flashes to the Hero Killer as he activates Full Cowl, puzzled at why that memory surfaced now. He leaps, Katsuki leaps too, and they collide in midair. Izuku pleads with him to escape, and Katsuki, furious, says he will win, because victory is the whole job of a Hero. Izuku knows exactly where that comes from: Katsuki idolized All Might for always coming out on top no matter the circumstances.

Persuasion fails. All Might drops from the sky with a guardrail and pins Izuku beneath it, then drives a fist into Katsuki's stomach, hurling him back badly hurt. Standing over him, All Might says he understands the jealousy Izuku's sudden growth has stirred, but calls what Katsuki is doing a waste, telling him he needs to learn to lean on other people's strength. Katsuki, barely able to rise, answers that he would sooner lose than borrow anything. Disappointed, All Might moves to finish him. Katsuki cannot move. Izuku bursts out from under the guardrail on Full Cowl, punches Katsuki clear of the strike, grabs him, and vaults into an alley.

Running, Izuku tells him never to say he would rather lose, and to use what he has before quitting, reminding him that he is the one person who never surrenders a win. The memory backs it: as a first-grader Katsuki beat a group of fourth-graders and declared that whoever ranks first among Heroes never loses when it counts, while a young Izuku watched from behind a tree in open admiration.

All Might pursues them. Katsuki reappears at his back and lands a distracting Explosion, and one of his Grenadier Bracers is conspicuously gone. It is on Izuku's arm, and Izuku is already behind All Might. At Katsuki's shout he aims the bracer and pulls the pin, ending the chapter on the shot itself.

The exam exposes the split in their thinking, Izuku wanting to flee and Katsuki wanting to fight, and resolves it only when Izuku talks a man who would rather forfeit than cooperate into cooperating anyway. The 20-page chapter ran in issue 46, 2015 on October 12, 2015, was collected in Volume 7, and was adapted as Episode 37. Its cover doubled as the first popularity poll feature. Explosion and One For All appear alongside the Stun Grenade, Full Cowl and Explosive Speed super moves, plus the Grenadier Bracers and High Density Weights. Stain and Tsubasa appear in flashback, and Recovery Girl features. Horikoshi's comment thanks everyone who voted in the poll and says seeing the results was a joy.
