Corgi cuts an average build, his grayish-blond hair accented by sideburns and a mustache, with a scar tracing down the right side of his features. The standard official's uniform clothes him: a black tie knotted over a white shirt, a navy suit stamped on its left with the World Government insignia, and a brimmed cap in matching navy.

Loyalty to the World Government steers his conduct, and he obeys its directives, even confronting Iceburg about the Pluton plans because his superiors demanded it. His one grievance is the repeated trips out to Water 7, which he openly resents.

Over a long stretch Corgi kept coming back to Iceburg with one offer after another, hoping to coax the Pluton blueprints out of him, yet the mayor played dumb and rebuffed him every single time. He showed up at the Galley-La Company bearing fresh terms and demanded a private sit-down, was turned away once more, and left in a sulk. Later he met Robin at the Blue Station, guided her onto the Puffing Tom, welcomed CP9 aboard, and traveled with them, keeping the agents updated and arranging the guards under Lucci's command once an intruder turned up. Entering Robin's car, he pushed Sogeking into hiding beneath her cloak, and after he saw through the ruse he was knocked out. He outranks lower officials and orders them about, but proved a feeble fighter and was thought incapable of assassination by Franky; he supposedly has a talent for sniffing out pirates. The manga drops his defeat off-page, whereas the anime stretches the cabin scene, showing him almost depart before he notices Usopp's legs and is felled by an explosive pellet during his escape.
