Nefertari D. Lili

What is known of Lili's look comes only from a silhouette and a painting kept at Mary Geoise. By those she strongly resembled two women of her line, Vivi by birth and Titi by marriage. She is shown crowned, draped in a royal gown with a cape across her shoulders.

Her inner character is largely a blank. The single trait history records is the choice she made: given the chance to help rule the entire world, she turned it down in favor of returning to her own kingdom.

Roughly eight centuries ago Lili spoke for Arabasta in the war against the Great Kingdom, fighting beside nineteen allied nations whose victory established the World Government. Once it stood, she alone declined to relocate her family to Mary Geoise, set no weapon around the Empty Throne, and set out for home. The government held that she had reached Arabasta safely, but as Cobra later discovered she never arrived, and her younger brother took the throne in her place.

By Imu's account, Lili was the figure responsible for scattering the Poneglyphs across the world, the worst conceivable result for the government, though whether it was error or design he could not say. Her existence survived only through a letter handed down within the Nefertari line, urging that the Poneglyphs be protected and the flag of dawn be raised against the world, signed with the hidden initial D. For eight hundred years the government never knew that name held the D., and Imu's fury on learning it sealed Cobra's fate.
