Tokikake

Tokikake cuts an imposing figure with broad shoulders, a sharp jaw, and a narrow set of eyes above a pointed nose. High cheekbones, heavy brows, and a wide mouth round out his face, and a pipe is rarely far from his lips. For clothing he favors a dark fedora, its band marked with the same gridline weave found across his uniform jacket, an unusual touch among Marines. That high-collared coat sits over a rolled-sleeve blue button shirt, and a charm necklace hangs at his throat. A yellow haramaki wraps his middle, brown trousers and geta sandals finish the look, and the brown cuffs of his jacket nod to the cha, meaning brown, in his alias.

Justice guides Tokikake as it does any Marine, though he holds his own slant on it, raising no objection when Gion challenged Garp for shrugging off his pirate grandson. Easygoing by nature, he showed little alarm at the prospect of Kaidou and Big Mom joining forces. He has a soft spot for attractive women and tends to greet one with the words pretty woman. Within the ranks he is something of an outsider, yet ordinary citizens warm to him.

Holding vice admiral rank, Tokikake can help direct a Buster Call together with four peers of equal standing and commands every soldier beneath him. His strength was rated highly enough that his name entered the conversation for promotion to admiral, even though the post ultimately went elsewhere. Like all officers at his level, he is confirmed to wield Haki. During the timeskip the admiral candidacy passed him over in favor of Issho and Ryokugyu. Through that same stretch he reportedly asked Gion out on a hundred separate occasions and was turned down every single time. After the Marines picked up word of contact between Big Mom and Kaidou, he stood at the Red Port debating the danger with Garp and Gion, staying calm amid the tension. He also surfaces in several non-canon outings, golfing among admirers at Gran Tesoro in Film: Gold and attending a Marine briefing in Stampede.
