Also called Who of the Droplets, Who's-Who is one of the Tobiroppo, the six top Shinuchi of the Beasts Pirates. A onetime CP9 operative who turned to piracy and led his own crew, he nurses a bitter grudge stemming from a single slip-up that cost him both his career and his freedom.
Standing beyond 3.3 meters, Who's-Who is slim yet firmly built, his complexion fair and his legs unusually long. Pink, wavy hair spills down his back past the waist, while two horns curve upward from his head. He smokes constantly, a cigarette almost always between his lips.
A red mask conceals his face from the brow down past the nose, carrying its own horns over his real ones and broad yellow discs across the eyes that seem not to block his vision; his square jaw and full lips remain uncovered, with a gold hoop in each half-shown ear. The red jacket he wears matches the mask and sits over an open black shirt that leaves his chest bare, the shirt marked with a stylized eye design and his own name. Slim red trousers, a wide purple belt closed by a large gold buckle, and black dress shoes finish the outfit. Thirteen years back as a CP9 agent he wore a simple black suit with his bangs masking his eyes, and once the Beasts Pirates fell he changed into a flowered yukata with a cloak and sandals.
Among peers Who's-Who generally holds a calm, serious bearing, plainly annoyed by their squabbling, yet he can turn unexpectedly chatty, even monologuing about his past mid-combat. Ambition fuels him more than anything: he intends to wrest an All-Star position from one of the existing three, a drive that makes him disregard their seniority outright and address King and Queen with no honorifics. His confidence runs so high that he boasts of once carrying the same promise as Rob Lucci, CP9's finest agent.
Combat brings out his mocking, scornful side, laughing at his enemies and feeling no duty to fight fairly, as when he and his men swarmed Jinbe together. He also talks with casual bigotry, generalizing about fish-men in a way that infuriated Jinbe. His deepest resentment falls on whoever caused his downfall. Thirteen years ago, while charged with protecting the Gomu Gomu no Mi aboard a government vessel, he watched Lucky Roux make off with it, and for that failure he lost his post and was jailed despite his record. He pins most of the blame on Shanks for stealing the fruit, while his hatred spills onto Luffy, who later ate it, and onto the Straw Hats by extension. In prison a guard recounted to him the tale of Nika, a so-called Sun God and savior figure once revered by the enslaved, and the despairing inmate latched onto that myth, which sparked an enduring curiosity about how slavery had shaped history.
His standing as a Tobiroppo places only Kaidou and the All-Stars above him in the Beasts Pirates, and within the six he holds the largest bounty at 546,000,000 Berries along with the most years, at age 38. Before he answered to Kaidou he commanded the Who's-Who Pirates, and earlier still he operated inside CP9, where, by his own account, he showed talent on par with Lucci's. Against Jinbe he proved genuinely dangerous, matching the fish-man and even pulling ahead for a while through ceaseless attack, though Jinbe in the end overpowered him and put him down with one decisive blow.
Mastery of all six Six Powers styles forms his base, weaving standard moves like Soru, Geppo, Tekkai, and Rankyaku together with his own developed variants. His Devil Fruit, classified as an Ancient Zoan, is the Saber Tiger Model of the Neko Neko no Mi, which grants him the forms of a saber-toothed tiger and a human-beast hybrid. The hybrid body magnifies his strength and elevates his Six Powers, allowing his fangs to fire biting shockwaves that tear through anything and shrug off ordinary Armament Haki, while his claws feed a stronger barrage of Shigan. He commands both Armament and Observation Haki, and he carries a short straight dagger tucked inside the long sheath of a katana, reworking his Shigan into a flurry of flying thrusts named Hagan. After Kaidou's fall he kept up his brutality, torturing his fellow Tobiroppo Ulti and Page One, until Yamato struck him down in a later clash at Udon.
