Appearance

Modeled on a Japanese wobbegong, Zeo stands tall and lean, his strange frame washed in wavy stripes of light blue and indigo with the marking 02 inked across his chest. Drooping barbels resembling tentacles trail from a face that appears to have neither ears, nose, nor a visible mouth, yet he speaks, listens, and eats all the same. A fin rises along his spine, gills run down his lengthy neck, and a covering over his legs carries his crew's emblem at the right knee. He finishes the look with a round-buckled belt and dark boots.

His teenage self looked much the same, only smaller and lacking the chest tattoo, the neck gills, and the present belt, wearing loose trousers instead. Overusing the Energy Steroids later wrecked his body, aging him into a frail figure with a white beard echoing his barbels, thick brows, a thin and bent neck, and a small belly.

Reserved and grave in manner, Zeo counts among the brightest of Hody's crew, having both engineered the steroids and persuaded Wadatsumi to join their cause. He matches his fellow officers in scorning humans and detests Otohime's hope for coexistence, willing even to leave lower-ranked fish-men behind to perish so their hatred might be inherited by the next generation. Pride drives him to absurd lengths. Each time he is shamed he rebrands the humiliation as some deliberate, grandly titled maneuver, insisting for example that growing old was his own choice or that his body had purposely ruined an enemy's blade.

Fish-man heritage grants Zeo strength many times beyond a human's, greater still beneath the waves, and his officer standing likely pushes it higher. The hallmark of his wobbegong nature is perfect camouflage, which lets him melt into the scenery and ambush foes, typically by lying flat near a target. Tracing him by sound proves nearly impossible for islanders and underlings alike, with only Brook succeeding. For weapons he wields a pair of weighted chains thrown in the manner of bolas, and his named moves include the sliding Camouflage Carpet and the Kamigakure Flail, which coils a chain around a victim's throat. His chemistry skills earned him Hody's order to copy and mass-produce the Energy Steroids, drugs that double a user's power while eating away at their lifespan.

Growing up surrounded by human cruelty in the Fish-Man District, Zeo and the other future officers were taught a single lesson, to hate humans, and they cheered Fisher Tiger before forming a band that murdered fish-men sympathetic to humanity. During the strike on Fish-Man Island he made citizens trample a likeness of Queen Otohime, then joined his comrades in doping on Energy Steroids to overwhelm Ryugu's three princes. Once the Straw Hats stepped in, he dueled Brook, but his beheading chain failed against a living skeleton and his camouflage was repeatedly exposed because he shouted his attacks aloud. Brook finished him with Kasuriuta: Fubuki Giri, freezing his blood through. He was jailed afterward with the rest of the officers, his frame left aged and feeble by the steroids.
