The Arabasta War Front! City of Dreams, Rainbase

Still grieving, Vivi reframes the mission: instead of halting the uprising directly, the crew will go after Crocodile himself, which Nami agrees is the fastest path to peace. Vivi maps out Arabasta for them, pointing to the capital Alubarna where her father reigns, the rebel camp at Katorea, and Crocodile's base in Rainbase a day's travel away. On the road, Usopp begs for a sip of the precious water Toto dug all night to gather, and Luffy refuses to let him waste it.

In the desert, the king's advisors and the rebel leadership both weigh their next moves, while in Rainbase the Straw Hats finally arrive intending to stay hidden, an intention Luffy and Usopp immediately ruin.

At Katorea, Koza turns away an eager boy named Kappa, explaining the rebels fight only out of necessity, then lays out the plan to gather weapons before storming Alubarna. In the capital, Cobra refuses Chaka's call to strike the rebels first, recalling the Dance Powder scandal and insisting they must unmask the true culprit. Karoo returns bearing Vivi's letter naming Crocodile as the mastermind and reporting Igaram's death, prompting Cobra to march on Rainbase, willing to sacrifice the palace so long as Crocodile falls. Meanwhile Luffy and Usopp blunder into a bar beside Smoker and Tashigi, triggering a Marine chase that forces the crew to split and regroup at the Rain Dinners casino, where Crocodile and Miss All Sunday prepare a hostile welcome.
