The 500 Million Man, The Target is Usoland!

Doflamingo keeps his transmission running, insisting to everyone trapped under his Birdcage that no exit exists and no message can slip past it to the outside. His Parasite ability keeps forcing ordinary townsfolk to lash out at neighbors, some of whom shout for others to flee while they lose command of their own limbs. Beneath the city, the harbor is where the rescued toys gather, and they cheer the sight of the SMILE Factory floating skyward, reading it as proof their savior Usopp has cleared a way out. Issho, all the while, keeps subduing whichever Marines fall under Doflamingo's grip.

At the trade port, the dwarves arrive with Robin, Koala, Sabo, and Hack to reunite with Kin'emon, Bartolomeo, and Rebecca. Sucking up to Robin, a wide-eyed Bartolomeo spots the long-nosed sniper beside her and realizes this is the very man who wore the Sogeking mask. Robin confirms they are one and the same, and his shrieking delight grates badly on Sabo and Hack, the latter still stunned that someone so foolish broke his arm.

To everyone howling for his death, Doflamingo lays out a choice: chase him forever, or deliver the twelve figures who most endanger his Family. He pins a Star value on each and pledges one hundred million Berries per Star. One Star apiece marks Rebecca, Robin, Kin'emon, Viola, and Franky; two each cover Zoro and Kyros; three each fall on Sabo, Luffy, Law, and Riku Doldo III. The reveal rocks the island, since several named figures were thought dead and others were not known to be there at all. Then comes the cruelest twist: a lone five-Star prize set on Usopp alone, the man Doflamingo blames above all. The slaves who praised him only moments before round on him, and the crowd turns toward the bounties on Sabo, Robin, Kin'emon, and Rebecca as well.

This entry falls within the Dressrosa Arc. Rather than climb toward the surface with his party, Kin'emon peels away and drops into the scrap heap, betting Kanjuro is hidden there. Franky brushes off the townsfolk and pirates chasing his reward and presses on toward the factory, while Bartolomeo throws up a barrier to cover Robin's group. Over a Den Den Mushi, Zoro reports that Luffy has joined him, and Luffy then promises a shaken Rebecca that, even though the Mera Mera no Mi slipped from her grasp, he will instead bring down Doflamingo and restore the country. Anime-only beats include Luffy and Zoro reacting to Usopp's reward, Franky being swarmed by toys and citizens, and Doflamingo recalling Trebol and Diamante to the palace.
