Hurled into the coast by the admiral's gravity, Luffy is caught by Hajrudin on Cavendish's order and carried toward the ships against his protests. Orlumbus reveals that his Nita Maria vessels form a single-file bridge across the water to the rest of the fleet hidden in fog kilometers away. Fujitora shifts the towering rubble over the line of ships, resolved to let no one slip free, reflecting that even escape would only deliver the crews into the Emperors' hands.

He scatters the wreckage to cover every vessel and begins to drop it, only for a crowd of citizens to surge past him, loudly vowing to retake Rebecca and crush the pirates themselves. In truth they know Rebecca is safe with Kyros and are merely putting on a show, cheering the Straw Hats from the shore so the admiral cannot drop the rubble. Reaching the enormous Yonta Maria, the crew learns that Hajrudin will reform the Giant Warrior Pirates, and Bartolomeo asks Luffy to let all seven crews serve under him as parent and child.

Orlumbus's ships form a makeshift bridge to the fleet, and Fujitora maneuvers the rubble to annihilate the escaping crews. The Dressrosa citizens feign a hostile mob to stop him from dropping it, secretly aiding the pirates' getaway.

Aboard the Yonta Maria, the leaders of seven crews, with their alliances and the dwarves' aid revealed, request to serve beneath Luffy, a plan they laid during their two days at the palace.
