Coming to the Desert Kingdom! The Rain-Calling Powder and the Rebel Army

No sooner does the crew step onto Arabasta than Nami pleads with everyone to behave, only for Luffy to dash off after food and break from the group right away. The rest notice Mr. 3's ship docked nearby, and Vivi recalls that it sails on the wax of his Doru Doru no Mi. Because nearly every local would recognize the princess at a glance, she and Karoo cannot go out into the streets, so Usopp proposes tucking the two beneath a blanket. Concealed that way, the group reaches a safe place without trouble. Vivi describes her aim of getting to Yuba, the rebel base, a journey that requires crossing the desert, so they decide to gather supplies. Since Mr. 3 has not seen Sanji or Chopper, those two go off to handle the buying.

Stranded in the dunes, Luffy catches sight of distant smoke and assumes a restaurant lies behind it. As Sanji and Chopper shop, a strange smell turns the reindeer queasy, and Sanji explains it is perfume before bolting off after Arabasta's lovely women, leaving Chopper to cool down in a shaded truck that soon drives away with him still inside. Luffy arrives at the smoking building, decides it looks nothing like a place to eat, and tries a pinch of green powder from a heap of sacks. Convinced it is foul poison, he tosses every bag into the incinerator, and as they burn the chimney smoke goes green, dark clouds gather overhead, and rain begins to fall. The building's owner comes rushing out, crushed that his great ambition is undone, and lets slip that the powder is banned from sale, exposing himself as a criminal.

The runaway truck stops where Koza is waiting, and from inside the room Chopper overhears Koza pledge to remake Arabasta together with the rebel forces. The camel Matsuge then frees Chopper, saying he did it because it makes him look cool, after which Chopper follows the scent of perfume back to Nanohana. Seated beside Kamonegi, whose face has swollen, Luffy is told the green substance carries two names, Dance Powder and Rain-Calling Powder, and is produced through an intricate process to force artificial rain. The man adds that Arabasta has fought drought since ancient times yet is barred from using it under World Government law, and that the rebellion sprang in part from that drought. The episode debuts Matsuge, Kamonegi, and Koza, brings in Katorea as a location, and ends as the crew abruptly realizes Luffy is gone.
