A Legendary Battle! Garp and Roger

At the relocated headquarters, Fleet Admiral Sakazuki reviews the dissolved Warlord system in conversation with Fujitora. He states plainly that the ruling displeases him, yet he accepts it as final. When their talk turns to Kaidou and the trouble in Wano, the name Rocks emerges, and that same name resurfaces during a separate officers' meeting, prompting Sengoku to recount the crew's full story.

By Sengoku's account, the band was so brutal that its members brawled with one another even aboard their own deck. Sailing under that flag were several pirates still dreaded in the present, Shiki and Kaidou among them, alongside Whitebeard and Big Mom. Some thirty-eight years earlier, in the confrontation later named the God Valley Incident, Garp threw in with the Roger Pirates to crush the Rocks crew and shield endangered World Nobles. Afterward the government buried the affair, erased the captain's name from every record, and struck the island from all charts. Oddly, the enigmatic letter D appears in the names of both Roger and the Rocks captain.

Brannew reveals the updated rewards on the four reigning Emperors, with the sums for Big Mom, Teach, Kaidou, and Shanks all exceeding a billion. Sakazuki then enters to announce that scarce resources will keep his Marines out of Wano. On his way out, Sengoku raises Oden, disclosing that the samurai once crewed for Roger. Onscreen, the wanted posters of Mihawk, Kuma, Hancock, Buggy, and Weevil are visible, Weevil's appearing for the very first time and Buggy's bearing an altered photo. Departing from the manga, the anime has Brannew lay the posters of Big Mom and Kaidou atop those of Whitebeard and Roger.
