The whole plan hinged on a wedding between the leader's daughter, Uholisia, and Sai, a union meant to cement the two groups' cooperation. When Sai chose to cancel it, the arrangement unraveled. The name the outfit uses for itself, rendered as Suigun, echoes how the historic sea forces of Japan, China, and Korea were styled, which sets it apart from the World Government's Marines, who go by the term Kaigun instead.

The fleet's true fighting strength has never been detailed, yet its standing can be inferred from how keenly the Happo Navy sought to unite with it. That interest suggests the Niho Navy holds combat weight roughly equal to the force that courted it. A readily noticed detail about the organization is that its members wear trousers printed with floral patterns.
