Spandam

After the Sea Train opened to the public, Tom's Workers spent another four years laying the remaining three railways, even as rival islands exploited Water 7's hunger for materials. With Tom's fate to be settled in three days, he keeps working and assures a doubtful Iceburg that the results will show over time. Strangers arrive looking for Tom, and before they can speak, a cannon shot strikes one of them: Spandam, supervisor of Cipher Pol No. 5. Cutty Flam reveals the blast came from his newest Battle Franky, which has just downed a Sea King. Iceburg starts pounding on the weapon, warning that even tools not meant to harm people become deadly in the wrong hands.

Back at headquarters, the boys tell Kokoro and Yokozuna that Tom is speaking privately with Spandam. They assume the talk concerns the trial, but Tom is heard denying any knowledge of blueprints. Spandam accuses him of lying, citing his role as the builder of Roger's Oro Jackson. Tom calmly notes the World Government already knows this and tells Spandam to dig into why that matters.

Questioning a barman, Spandam learns that Tom's promise, the completed Sea Train, will likely see all charges dropped. Recalling that the Five Elders left the Pluton matter in his hands, he vows there will be no acquittal and summons more agents to the island. At headquarters Tom hands the Pluton blueprints to Iceburg and Cutty Flam, explaining the government's awareness makes keeping them too dangerous. Iceburg agrees to safeguard them while Cutty Flam wants to build the weapon, and Tom also shows them Nico Robin's bounty, a thing that troubles him. On trial day, Cutty Flam shops for a celebration, but the ships attacking the harbor turn out to be his own Battle Franky vessels, with Spandam watching the carnage in delight.

The chapter is part of the Water 7 Arc. Its Animal Theater cover shows Usopp practicing archery in deep snow under a canine instructor. The chapter establishes that Tom held the Pluton blueprints, that Iceburg took charge of them, that Tom showed Iceburg the bounty on Nico Robin, and that Spandam orchestrated the attack on the city.
