The World Government has shifted Marineford to the New World's gateway, turning it into a far stronger fortress under Fleet Admiral Sakazuki. There, T Bone reports that Fujitora is lingering in Mary Geoise, and Sakazuki fumes over the admiral returning without Luffy's and Law's heads, dismissing his excuse about the holy land falling outside Marine jurisdiction. Learning Ryokugyu is also present, Sakazuki orders him to deal with Fujitora, but the two admirals simply share a relaxed chat, with Ryokugyu boasting he has not eaten in three years.

Royals from across the world converge on the Red Port, including the kings of Roshwan, Ballywood, Tajine, and Shishano. Neptune arrives with Shirahoshi and his sons under Garp's escort, marking only Ryugu Kingdom's second Levely in two centuries of membership, and the journalists swarm Shirahoshi while Morgans is smitten. Garp then trades barbs with Sterry, the haughty new king of Goa, who tries lording his rank over the vice admiral only to be flatly called a scumbag.

New Marineford gets its full reveal, and T Bone, Garp, and Ryokugyu all surface for the first time after the timeskip. Visitors ascend to Mary Geoise by bondola, and Sterry's full face appears along with the tale of how he gained Goa's throne after suspicious royal deaths. Fujitora and Ryokugyu discuss Vegapunk's invention meant to retire the Warlord system, Koala defines the Revolutionaries' true target as the World Nobles, and Sabo, Karasu, and Morley breach the holy land in disguise.
