Ikuko Tsukino

Like Usagi's father, Ikuko sports hair colored quite differently from Usagi's or Shingo's: long, curly, and dark violet, worn with short bangs and a half-loose ponytail pinned by an orange clip. Her standard outfit is a long-sleeved yellow turtleneck with a knee-length orange skirt under a green-trimmed white apron, set off by white earrings. She slips into vermillion house slippers indoors and vermillion flats when she heads out.

Ikuko has no inkling that her daughter fights as Sailor Moon, and she can be a fervent, at times strict parent. Beneath the sternness she is deeply nurturing, wanting nothing more than for Usagi to do well and see her schooling through, and she frets openly over her daughter's welfare. She is warm toward the idea of Usagi finding a partner, once hinting she would gladly meet Mamoru, and she reliably steadies Kenji whenever he panics about their daughter. Her harshest punishments, such as locking Usagi out of the house after a failure, come purely from wanting the girl to try harder. During SuperS she also proves unshakably faithful to Kenji, entirely unmoved by Hawk's Eye's flirtations.

In the very first episode she boots Usagi out of the house over a thirty on a test, meaning to force her to study, then recurs through the season handing out advice on everything from dieting to modeling auditions. When Shingo needles Usagi about her weight, Ikuko bluntly sides with him; later she and Kenji leave it to their children to choose between keeping Luna and a Chanela pet. She surfaces in a daydream about cram school, bristles when Usagi wants to cut up her curtains for a wedding dress yet relents on the condition that Usagi forfeits her allowance, and watches a broadcast about the photographer Kijin Shinokawa while wishing aloud that Usagi might grow into a splendid girl like the Sailor Moon he praises, oblivious that the two are one and the same.

In a rare tender stretch she calms a frantic Kenji over the notion of Usagi having a boyfriend, shares the legend of a pair of lovers, and encourages Usagi to bring a boy home to meet the family. That same outing sees her attacked by the Lake Yo-Kai before Usagi leads the family to safety. Near the season's close Usagi cooks a barely edible farewell curry for the family before leaving for the Arctic, and as a citywide blackout falls ahead of the battle with Super Beryl, the Tsukinos watch anxiously from home; once Usagi's wish restores everything, Ikuko is shown seeing her off to school in a mirror of the opening episode.

Through Sailor Moon R she bandages Kenji and Shingo after Kenji is hurt shielding the family from Hellant, and she finally meets Mamoru, urging Usagi to bring him around again even after Kenji chases him off; when the couple later split, she tearfully recalls that invitation. Chibiusa's brainwashing convinces the family she is Usagi's cousin, which lets her move in, and though the effect fades Chibiusa keeps renewing it. Ikuko also leaves Minako and Chibiusa in charge of the ailing household in one episode, retreating to rest amid their chaos. Come SuperS, Hawk's Eye targets her with a fabricated story about resembling his late mother, only for Super Sailor Chibi Moon and Super Sailor Moon to shield her. She holds the distinction of being the earliest and latest of Usagi's relatives to appear, from episode 1 all the way to episode 186, and grows notably close to Chibiusa over time.
