Hidden in the woods, Hange Zoë quietly disposes of a Jaegerist who came searching for a missing comrade, then stitches up the badly wounded Levi Ackermann. Only his Ackermann blood, they reason, kept him alive through his injuries and the transformation of his unit into Titans. When Levi wakes, Hange fills him in on Eren Jaeger's worldwide declaration, and the pair soon meet with Theo Magath and Pieck Finger, discovering both sides want the same thing: to find Zeke Jaeger, whom Hange suspects Eren is keeping close for his royal blood.
In Ragako, Conny wrestles with guilt over his plan while Falco trusts him completely. Gabi Braun and Armin arrive on horseback just as Conny takes the boy hostage at blade point and climbs toward his mother's immobile Titan. Rather than attack, Armin hurls himself onto the beam above the Titan's mouth and prepares to be eaten in Falco's place. The sight breaks Conny's resolve; he drops Falco and pulls his friend to safety. Ashamed of how close he came to killing a child, Conny decides the way to honor his mother is to become a soldier she could take pride in, and to go save people instead.
In Shiganshina, Mikasa Ackermann reclaims her scarf from the dying Louise, who tells her Eren wanted it thrown away. At sunset, Floch Forster stages the public execution of Yelena and Onyankopon atop the fort. Onyankopon erupts at the injustice: he joined the volunteers to help Eldia, and his reward is a homeland doomed to be crushed and a family marked for slaughter. When he appeals to Jean, Jean fires four measured shots into the dirt. The gunfire is a signal. Pieck's Cart Titan charges up the fort wall, scoops Jean and both captives into its mouth, and bolts, while Armin's group slips out the far side with wagons of supplies. Reunited outside the city, the group wakes Reiner Braun and declares its new purpose: saving the world.
Hange and Levi strike a working agreement with Magath and Pieck, uniting Paradis and Marleyan survivors around the goal of locating Zeke.
Armin's willingness to sacrifice himself stops Conny from feeding Falco to his mother's Titan, and the two friends reconcile in Ragako.
