Each time he introduced himself and began explaining why he holds the title of "Doctor," he was interrupted by an attack before he could finish.
His first attempt came while confronting Gohan and Piccolo. Just as he started to describe his power, a reflected energy beam from Harmira (bounced by Prum) struck him and knocked him unconscious. After recovering, he went after Prum directly, but before he could reveal his ability a second time, Vegeta blasted both Prum and Dr. Rota off the stage with a Galick Gun.
After the remaining Universe 6 fighters were eliminated, Dr. Rota was erased along with the rest of Universe 6. He was later restored when Android 17 wished all erased universes back into existence. The manga mentions he is actually a magic user, but he was eliminated before casting any spells.
