In the Dragon Ball universe, candy refers both to ordinary sweets enjoyed by characters like the Ginyu Force and Champa, and more importantly to the state of being transformed into confections by Majin Buu's Candy Beam. When Buu converts a person into candy, they become a small, helpless treat that Buu then consumes. The most remarkable exception to this helpless state was Candy Vegito, who retained full combat capability as a tiny jawbreaker.
During Innocent Buu's initial rampage across Earth, he transformed entire city populations into candy using his Candy Beam, then consumed them. The technique was effectively a one-hit elimination; once transformed, victims lost all ability to resist and were simply eaten. Super Buu continued this practice, notably turning Chi-Chi into an egg and stomping on it in a particularly cruel display. The flavor of the resulting candy apparently correlates with the victim's power level, with stronger individuals producing better-tasting treats.
When Super Buu used the Candy Beam on Vegito during their fight inside Buu's body, something unprecedented happened. Vegito's power was so immense that even in the form of a tiny jawbreaker, he retained his consciousness, his ki, and his full fighting ability. Candy Vegito proceeded to bounce around the battlefield at high speed, striking Super Buu repeatedly while being nearly impossible to hit due to his minuscule size. The absurdity of being beaten by a piece of candy further humiliated Buu and demonstrated that the Candy Beam, while normally absolute, has limits when applied to warriors of extraordinary caliber.
