The 23rd Tenkaichi Budokai finals begin with Tenshinhan facing his former master's brother, the cyborg Tao Pai-pai. Goku confidently predicts that Tenshinhan is far too strong for the assassin. Master Shen talks trash while Master Roshi stays composed. The first match gets underway and Tenshinhan immediately proves Goku right.
Krillin, Yamcha, and Goku, all wearing Turtle School uniforms, inform Bulma, Launch, Oolong, Puar, and Master Roshi that everyone except Chiaotzu has advanced to the finals. Krillin explains that Chiaotzu was defeated by Tao Pai-pai, Master Shen's younger brother, who survived his past fight with Goku and became half-robot. Yamcha adds that Tao intends to kill both Goku and Tenshinhan, and his first match is against Tenshinhan. Roshi worries for Tenshinhan, but Goku assures him that Tao is no match for Tenshinhan at this point.
Master Shen appears and taunts the group, promising that the clumsy punks of the Turtle School will be wiped out. Roshi counters that Tenshinhan and the others walk their own path, not the Turtle or Crane style, and Krillin backs this up. Shen dismisses them and walks off. Goku reiterates that Tao is simply not that strong anymore.
As the finalists head to the competition area, Krillin asks Goku why he is so certain about Tenshinhan winning. Goku explains that Tenshinhan's growth has been far greater, and adds that he brought Senzu Beans that can fill a person up for ten days. Krillin and Yamcha reveal that they also have Senzu Beans, having climbed Korin Tower and trained there on Master Roshi's advice. Krillin mentions a fellow named Yajirobe who was living at the tower, and that they invited him to compete since he seemed strong. They assume he did not show up, unaware that Yajirobe is hiding in the bushes, bitter about losing in the preliminaries.
The announcer kicks off the 23rd Tenkaichi Budokai, calling Tao Pai-pai and Tenshinhan to the ring. Launch screams encouragement for Tenshinhan. The match begins with the two staring each other down as Goku, Krillin, Yamcha, Master Shen, and Roshi watch intently.
Tao rushes at Tenshinhan, but Tenshinhan sidesteps with ease and strikes Tao on the back. The assassin staggers to his feet, furious. Tenshinhan asks him to stop, then vanishes and reappears behind Tao, telling him calmly that he has grown far too strong for this fight to continue.
