
Android 16 enters the battle against Cell, revealing he is roughly equal to Cell in raw strength. Because 16 is entirely mechanical, Cell's absorption tail is useless against him. After 16 rips off the lower half of Cell's tail, victory seems within reach, but Cell regenerates instantly using Piccolo's cells, forcing 16 into a brutal slugfest he cannot easily win.
Android 16 steps toward Cell as Android 18 begs him to stop, fearing Cell will kill him. Looking back at 18, Android 16 tells her and 17 that they are good people who never senselessly took a life from any human or animal. He says he has enjoyed traveling with them. Tien Shinhan watches from above, wondering if 16 truly intends to fight Cell alone. On the ground, Cell punches Android 17 in the stomach and elbows him down, then grabs him from behind. Cell opens the stinger portion of his tail and moves to absorb 17. As 17 struggles desperately, 16 taps Cell on the shoulder and delivers a crushing left hook that sends Cell flying, separating him from 17. When 17 asks whether 16 really wants to fight this creature, 16 confirms it and calculates that his own power level is approximately equal to Cell's.
Android 16 and Cell charge each other and collide with a shoulder clash. Cell lands a punch to 16's chin and immediately stabs his tail stinger into 16's neck, attempting to absorb him. To Cell's shock, nothing happens. Unlike Androids 17 and 18, who are modified humans, Android 16 is entirely mechanical and cannot be absorbed. Android 16 yanks the stinger free, grips Cell's tail, lifts him overhead, and slams him into the ground. While Cell is down, 16 steps on the tail for leverage and tears the lower section clean off. As 17 and 18 stare in astonishment, 16 discards the severed appendage and declares that Cell will never absorb anyone again.
Cell quickly proves 16 wrong by regenerating his tail using Piccolo's cells. Android 16 realizes the only way to stop Cell from reaching perfection is to destroy him entirely. Cell claims that is impossible, but 16 is willing to try. As Cell powers up, 16 attempts a kick, but Cell leaps over his leg and counters with a kick of his own that sends 16 tumbling. Cell presses the advantage, flying in and landing a hard right punch to 16's face. Before Cell can follow up, Android 16 detaches his forearm and launches it like a projectile, smashing Cell squarely in the face with a Rocket Punch.
