Cell vs. the Army

While Goku and his family enjoy a peaceful outing, the Royal Army launches a disastrous assault on Cell that ends in total annihilation. The tragedy drives Goku to the Lookout, where he proposes a radical plan: find the Namekians who relocated after Namek's destruction and convince one of them to become Earth's new Guardian so the Dragon Balls can be restored.

A Day of Rest

Goku, Gohan, and Chi-Chi spend a quiet day at a lakeside picnic. Goku spots a huge fish and seems completely at ease. Gohan worries whether they should be this carefree, but Goku insists they can win and that more training is unnecessary. Later, while driving home, Goku notices all the shops are closed. Chi-Chi explains people believe they will be dead in seven days. A radio newscast interrupts: the Royal Army is marching on Cell's location at 28 KS Point 5. Goku yells for them to stop, knowing the soldiers will be slaughtered.

The Army Falls

Tanks, planes, and infantry converge on the Cell Games Arena. Cell flies out of the ring and lands on a nearby mountain, unwilling to let his handiwork be damaged. The military opens fire with everything it has. Goku's family listens to the live broadcast, Goku pleading for the soldiers to retreat. When the smoke clears, Cell stands completely unscathed. He waves his hand and obliterates the entire army and the surrounding area in a single sweeping blast. The radio cuts to static. Goku switches it off, visibly shaken, and tells Chi-Chi and Gohan to head home. He steps out of the car and teleports away.

A Plan for the Dragon Balls

Goku arrives at the Lookout and notices Piccolo's power has increased from his own session in the Time Chamber. Piccolo admits the boost but doubts he is any match for Cell. Goku asks whether Piccolo and Kami can separate again, since their fusion rendered the Dragon Balls inert. Piccolo says the merger is permanent; if it were reversible, they would never have hesitated to fuse. Goku proposes an alternative: find the planet the surviving Namekians settled on after Namek's destruction. If someone there is willing to come to Earth, they could serve as a new Guardian and restore the Dragon Balls, allowing everyone Cell killed to be wished back. Piccolo and Trunks are stunned, and Mr. Popo brightens at the prospect of a new Guardian.
