The Cell Game Begins!

Dende restores the Earth's Dragon Balls with enhanced wish-granting power, then Goku collects all seven in the days before the tournament. When the day of the Cell Games finally arrives, the Z Fighters head to the arena only to discover that one critical limitation remains: the new Dragon Balls still cannot revive anyone who has died before.

Dragon Balls Reborn

Piccolo asks Dende if he can truly make Dragon Balls. Dende explains that creating them from scratch would take about 100 days, but he can reactivate Earth's existing set instead. He upgrades them to grant three wishes, similar to the Namekian Dragon Balls. Piccolo asks if a single wish can revive multiple people, and Dende confirms, though doing so reduces the total to two wishes. Piccolo finds this acceptable and has Mr. Popo bring his model of Shenron. Dende breathes life into the dragon and reactivates the Dragon Balls with astonishing speed. Goku grabs the Dragon Radar from Capsule Corporation and begins the hunt.

The Nine Days Pass

Everyone fills the remaining time differently. Bulma and Dr. Brief repair Android 16, remarking on Dr. Gero's genius. Vegeta and Trunks push themselves inside the Hyperbolic Time Chamber. Goku scours the globe for the revived Dragon Balls and retrieves the last one from the ocean floor. Mr. Satan becomes a worldwide celebrity as the hero poised to save humanity. Cell sits bored in his arena, regretting the ten-day wait. Goku tells Gohan no more training is needed. Trunks wonders why Goku seems cheerful knowing Cell is stronger. Piccolo suggests he may simply be fatalistic.

The Day Arrives

On the morning of the Cell Games, Goku suits up in his gi. Chi-Chi asks him not to get killed. When she presses him to promise Gohan will not fight, Goku dodges the question and hurries out, confirming her worst fear. At the Lookout, Piccolo reports that Vegeta already left on his own. Krillin reveals sobering news: the upgraded Dragon Balls still cannot revive someone who has already died once. Dende apologizes for not mentioning it sooner. Goku shrugs it off, saying they simply need to avoid dying. He rallies the group, and they take off for the arena, where Cell waits eagerly. A ZTV crew is recording from a ridge. Mr. Satan arrives in a flashy car, posing for cameras and directing a thumbs-down at Cell, who labels him an insect.
