
With the Earth restored and its people revived, Vegeta broadcasts a plea to all of humanity through King Kai's telepathy, urging everyone to raise their hands and contribute energy for a Spirit Bomb. Goku's allies eagerly comply, but the ordinary citizens of Earth remain skeptical, leaving the Spirit Bomb dangerously incomplete.
The Earth returns to its previous peaceful state, exactly as it existed before Kid Buu destroyed it. Porunga requests the second wish, and Dende relays Vegeta's instructions. The dragon warns that restoring so many lives will take some time. While Porunga works, Kid Buu kicks Good Buu through a mountain and tears off his own arm to hurl as a weapon. Vegeta notes that Good Buu's power is dropping fast.
Old Kai's halo suddenly vanishes, followed by Vegeta's. Goku reacts with surprise, pointing out that Vegeta is no longer counted among the wicked. The second wish is granted, and across the Earth, Gohan, Piccolo, Goten, Trunks, and everyone at the Lookout regain their lives.
Goku assumes Vegeta revived everyone as reinforcements, but Vegeta reveals his actual plan: he wants Goku to create a Spirit Bomb. Goku doubts that siphoning energy from ordinary Earthlings will produce enough power to defeat Kid Buu. Vegeta counters that this is exactly what he meant about the people of Earth taking responsibility for themselves. The population will contribute everything they have.
King Kai's voice breaks in, offering his telepathy to let Vegeta address the entire planet. Vegeta delivers a blunt speech, explaining that every person was killed by Majin Buu and revived through extraordinary means. He orders them to raise their hands so their energy can be collected. King Kai privately remarks that Vegeta's tone is hardly the best way to ask for help. Goku takes to the air, raises his hands, and begs everyone to contribute. Gohan, Trunks, Goten, and Piccolo respond immediately. A sizeable Spirit Bomb forms, but Vegeta senses it is far from complete. The ordinary people of Earth refuse to raise their hands for a voice they do not trust.
