The Grand Minister announces the rules. Weapons are banned, and fighters must be knocked off the stage to be eliminated. Each universe fields ten warriors in a single simultaneous match lasting one hundred takks, about forty-eight minutes. The winning universe receives the Super Dragon Balls, but the real incentive is survival: every losing universe will be erased, with only Angels spared. Universes 1, 5, 8, and 12 are exempt because their mortal levels exceed seven. Whis informs Beerus that Universe 7 sits at 3.5, second to last.
On Beerus' planet, Whis reveals Zeno had already planned to erase the weaker universes, so the tournament is actually a lifeline. Goku suggests reasoning with Zeno, but Whis warns that annoying the Omni-King could mean instant erasure. The group heads to Capsule Corporation to plan. Vegeta refuses to leave Bulma's side, so Whis delivers the baby with a casual glance, handing a newborn daughter to the stunned parents. With the roster taking shape, Shin notes only twenty-eight mortal planets remain in Universe 7.
In Universe 11, Top gathers the Pride Troopers. On Planet Bas, a giant crab creature called Choki terrorizes a city. Dyspo defends civilians while Top arrives to sever one of Choki's limbs. Then Jiren flies in from Planet Towale under his own power, having crossed outer space without a ship, and defeats the creature in a single blow. Top invites Jiren to the tournament, but Jiren refuses, believing erasure is simply fate. Belmod reveals the Super Dragon Balls as a prize, and Jiren, harboring a personal wish, agrees to fight on the condition he returns if Universe 11 faces danger.
