Lean and pale, Toge keeps straight hair of middling length and eyes of a greyish-purple shade, rendered platinum blonde with violet eyes in the anime. The Inumaki Clan's Snake Eyes and Fangs marking sits on his tongue and across both cheeks, which is why his school uniform was built with a tall zippered collar that covers his mouth. For training he favors a zipped dark shirt under a white short-sleeve top with athletic pants. As a first-year his hair was shorter and spikier, and during the Shibuya Incident he lost his left arm to one of Sukuna's attacks.

At a glance Toge reads as withdrawn and hard to approach, an impression so strong that even after two months Yuta still found him intimidating. Beneath that, he is perceptive and warm, fully aware of how overwhelming power can be. His ingredient-based speech exists to shield people from his Cursed Speech, and though it makes him tough to follow, his friends have learned to read him. He protects his comrades fiercely, confronting Yuta when Rika seemed to threaten Maki and Panda, then trying to connect once he understood Yuta carried a curse of his own. As a senior he extends that same guardianship to the first-years, stepping up against Hanami to spare Megumi from facing a special grade alone even after his throat had given out.

As an Inumaki heir who wields Cursed Speech, Toge is a respected semi-grade 1 sorcerer who, as a first-year ranked grade 2, was already the only one of his peers cleared for solo missions. He commands a sharp understanding of his technique's strengths and limits, and rival schools rated him a top threat precisely because they could never predict when his commands would land. His inherited power lets him pour cursed energy into his words so that anyone who hears them is forced to obey, an effect that works on living things and inanimate objects alike and travels through phones or bullhorns. Stronger commands tax his body more heavily, irritating his throat to the point of coughing blood. His arsenal of orders includes Explode, Twist, Crush, Crumble Away, Don't Move, Sleep, Return, Run Away, and Blast Away, each producing a different forced result. He balances this with high mobility and the endurance to keep issuing commands past his limit, and he carries throat medicine to extend how long he can fight.
