Appearance

From the neck down he is an ordinary human shape, tall and solidly put together, his skin the same tan as most of his face. Above it sits the head of a beagle. Dark brown covers his ears and the region around his eyes, split by a tan stripe running from his forehead and spreading across a muzzle speckled in pale brown. His nose is broad and black, his eyes dark.

Once Quirks appeared, his department declined to hire anyone who had them, wary of powers becoming weapons, and the hero system grew into that gap under strict conditions. Students are not exempt from those conditions, and using a Quirk without a supervisor present is an offense regardless of who it stops.

Punishment, he says, would fall on the boys and their guardians alike. Shoto snaps back that Tenya and Native would be corpses had they stayed put, and the chief turns the question around: does a good outcome excuse breaking the rules? He then reveals the position was his personal view rather than a verdict. A formal disclosure would have brought public praise and mandatory discipline in equal measure. Because so few people witnessed the night and so few heroes were on the scene, he has already written the credit over to Endeavor, sparing them the record. He does not pretend the motive was procedural. He simply did not want them punished.

Everyone present agrees to the arrangement. The chief admits it costs them recognition they earned, says plainly that nothing about their actions was legal, and bows to thank them anyway for protecting the peace.
