Summary

Naomasa Tsukauchi and Sansa Tamakawa pick through the wreckage of the bombed police office, and the question Naomasa keeps circling is what target justified maiming the lead investigator. Sansa explains that Eizo Tanuma had been pulling old material on Naruhata, Osaka and the rest. The physical files burned with everything else, but Eizo was mid-edit when the blast hit, so his drafts and his notes survive on the server.

Reading through, Naomasa follows the account of Trigger, the Quirk-boosting drug, and the two to three years of Naruhata incidents it seeded. Eizo catalogs the criminal types thrown up along the way: the Instant Villains, the Supermassive Villains, the Remodelled Villains and the Bomber Villains. He sets out his conclusion that the Underground Masquerade and the Villain Factory are the same operation. The purpose behind it still eludes him, though he can name two figures in the machinery, the Bee User and the Scarred Man.

It reads like conspiracy theory, Naomasa admits, and he is still weighing the next move when Sansa announces that the heroes have arrived for the joint operation. He leaves the file open on the section about vigilantes. There Eizo argues that an enemy living in the gray zone is best met by someone who can move through it, someone able to react the moment a threat appears. Their work cannot be officially blessed, but he calls their existence a necessary evil and recommends a cooperative relationship as the effective counter, fire answered with fire.
