Plump and round in build, Bisley sports a unibrow above eyes set into a face whose nose is noticeably darker in tone than the rest of his skin. The hair on his head, along with his short beard, takes the form of hedgehog spines, and the color of both is a faded green. He dresses in a dark green shirt over light green trousers held up by purple suspenders. A skull marks his belt buckle, and beside it sits the word HARI, the Japanese term for needle or spine.

The cheerful look on his face hides a nervous streak. Bisley frightens easily when confronted by opponents, and for that reason he chooses to keep his distance rather than engage anyone at close quarters.

History

Holding the Shinuchi rank within the crew grants Bisley command over members ranked beneath him. He consumed an artificial Zoan called the Hedgehog SMILE, which turned every strand of his hair into protective spines; those spines shield him from many threats, yet offer no defense once an attack arrives in the form of a ranged shock wave. For combat he relies on a bow and arrows, loosing them at foes from afar.

While Onigashima was under assault, Sasaki sent the Armored Division, Bisley among them, after Momonosuke. Yamato, guarding the boy, knocked Bisley out with the shock wave produced by a long-range kanabo swing. Once he had recovered, Usopp helped Tama bring Bisley and his fellow division members under her control, and she steered them toward the Live Floor.

Once Tama directed her allies to assist the pirate crew, Bisley took his cue from Nokokuwa Police and headed for the Right-Brain Tower again, hoping to support Franky against the Beasts Pirates. Sasaki's Heliceratops eventually downed him together with the rest of the division. He was later seen begging Franky for help escaping the flames closing in on the tower, and was finally carried off by the surge of water that flooded through Onigashima alongside the other division members.
