The snakeneck heritage gives Effilee the long neck her tribe is known for, topping a tall and slender frame. Wavy blue hair spills from a squarish head, and she keeps a dark purple bowler perched on top. Her torso is left mostly bare under an open jacket that stops above the midriff and exposes her chest, crossed by a bandolier, while striped purple trousers and an ammunition belt complete a look built for shooting.

Loyalty to her relatives and crew comes through in her readiness to join the Vinsmoke assassination scheme, and the anime deepens that devotion: she traveled with her sister Amande to evacuate islanders from Big Mom's rampage and tried to rescue their half-sister Brulee from Luffy. That same care stayed her trigger when she feared a stray shot might hit Brulee. The Funimation dub renders her speech with a cowgirl twang.

Her exact combat range is unknown, but her officer status under an Emperor marks her as formidable, and her will runs strong, letting her stay upright through a blast of Big Mom's Conqueror's Haki and a deafening scream. She fights with firearms, wielding a Walker during the assassination attempt and showing sharp marksmanship with pistols in the anime, where she landed several hits on Luffy.

Effilee attended the tea party and wedding of Pudding and Sanji, lining up with the other shooters after Perospero bound the Vinsmokes in candy, only for the family to break free once Bege and Luffy provoked Big Mom's scream. Fitted with mochi earplugs from Katakuri, she and her group prepared to open fire but were overrun once the Vinsmokes donned their Raid Suits. Later she sailed aboard the Queen Mama Chanter during the bids to scale Wano's waterfall, both turned back by King and then by Marco.
